For whom it's for: For anyone who uploads images to their website. Especially useful if multiple people contribute to WordPress and often forget to optimize images.
I regularly see images larger than 3 MB on websites - last year, I saw a record-breaking 20MB image.
The ideal is to keep images under 200 kB, even better under 120 kB, but it depends on the use: the first image at the top of the page can be larger (especially if there are no other images on the page), and conversely, non-essential graphics don't need to be high-quality.
